Dr Pattanayak carries more than three decades of rich and varied experience across government departments and public sector enterprises of India. He belongs to the 1989 batch of Indian Railways Accounts Service. He has done his Master of Science Technology (M Sc Tech) in Applied Geology from Indian Institute of Technology (IIT-ISM), Dhanbad in 1985, Master of Public Management (MPM) from Lee Kuan Yew School of Public Policy, National University of Singapore in 2015 and Doctor of Philosophy (PhD) in Management from Birla Institute of Technology, Mesra (Ranchi) in 2019.

Apart from holding key positions in Indian Railways (1989- 2013), Dr. Pattanayak has the distinctions of also holding key management positions in the State and Central Public Sector Enterprises for nearly a decade, both on deputation and on absorption. After taking voluntary retirement from Indian Railways in 2013, Dr. Pattanayak joined Heavy Engineering Corporation as Director Finance (2013-2017) and then as Managing Director of Indian Railway Finance Corporation (2017-2018).

Of the several initiatives taken by him with his path breaking ideas to bring in system improvements through IT, the ERP initiative specific to the back-end office automation in railways was successfully led by him on a pilot project in 2006-2008 which subsequently got implemented all over Indian Railways by 2018. Prior to achieving this unique distinction, Dr. Pattanayak was decorated with the prestigious Railway Minister’s award in 1999 for his exemplary contribution to office automation and computerization in railways.
