P Joy Oommen is a retired member of the Indian Administrative Service. He holds a post graduate with First Class in Economics from University of Kerala . He also holds a Masters Degree in Development Economics from University of East Anglia, UK. He has attended short term courses in Public Finance at Harvard University, USA and in Sericulture Management at Tsukuba University of Technology, Japan.
Mr Oommen served as Chief Secretary to Government of Chhattisgarh, Chairman of Naya Raipur Development Authority and Chairman of Chhattisgarh Electricity Board. His other assignments include CEO and Member Secretary of Central Silk Board, Bangalore,Joint Chief Controller of Imports and Exports, Chennai, Finance Secretary, Government of Madhya Pradesh,Managing Director, Madhya Pradesh Industrial Area Development Corporation, and Collector of Dewas district,Madhya Pradesh.
After his retirement, he served as Chairman and Managing Director of Kerala Financial Corporation, Thiruvananthapuram.
Ex officio positions held by him include Vice Chairman of International Silk Association, Member, Board of Governors of IIM Raipur and President of the Council of State Industrial Development and Investment Corporations of India (COSIDICI).
